    In the past several years, energy security has become a primary concern for Chile, a developing economy with minimal conventional hydrocarbon resources and expanding energy needs. In 2006, 70% of Chile's domestic primary energy consumption came from foreign sources and more than 30% of electricity generated in Chile depends on unstable natural gas supplies from Argentina. Since 2004, Argentine gas exports to Chile have fluctuated between 20-50 percent below contracted volumes. To make matters worse, with dramatic increases in international oil prices, replacing gas-fired electricity with diesel has been rather costly for Chile. Through a focus on Chile's electricity needs, this policy paper examines diverse approaches to addressing Chile's energy crisis and separates them into three sets of policy responses. After careful analysis, this study recommends that Chile 1) continue with policies that facilitate the growth of renewable, alternative energy technologies, 2) begin to implement medium-sized nuclear power plants, 3) increase funding for its new national energy efficiency program, and, finally, 4) continue its commitment to import LNG from Asian countries through terminals constructed on Chile's Pacific coast.

    Trivalent dysprosium (Dy3+)-activated beta-gallium oxide (beta-Ga2O3) phosphors were synthesized by solid-state (SS), coprecipitation (CP), and citrate gel (CG) methods, respectively. The resulting beta-Ga2O3:Dy3+ phosphors were well characterized by X-ray diffraction, field-emission scanning electron microscopy (FESEM), and by photoluminescence and cathodoluminescence spectra. The phosphors prepared by different methods show different luminescence properties under the excitation of UV and low-voltage cathode rays. There exists an energy transfer from the beta-Ga2O3 host lattices to Dy3+, and the energy transfer efficiency was higher in the CG-derived phosphors than those of the SS- and CP-derived phosphors. Factors influencing the intensity of luminescence and the energy transfer efficiency from beta-Ga2O3 host to Dy3+ in beta-Ga2O3:Dy3+ phosphors were investigated in detail. It is shown that the CG method is the most respected process for the preparation of beta-Ga2O3:Dy3+ phosphors.

    One can consider the development of Siberia and the Far East also called macroregion Siberia as Russia’s comeback to its historic movement towards the East which will give Russia sustained economic growth based on the country’s entry into the global division of labor and its active position in the markets of the Asia Pacific Region. It is the region that has become the center of global economic and technological development in the 21st century. Gaps in the country’s economy should be overcome both between separate sectors of the economy and between regions. The development of Siberia and the Far East has huge potential for the development of Russia as a whole, and it will largely determine its geoeconomic prospects in the 21st century. Such development means the introduction of new approaches to the raw materials sector, the creation of transport and energy infrastructure, as well as the development of deep processing industries, the creation of a dynamic innovation sector, improving the living standards of the population and, in general, the formation of new environment for living and people’s self-actualization. Otherwise, Siberia and the Far East are doomed to be subsidized territories with low returns for the country and its inhabitants. According to the author, the development of mechanical engineering focused on the extractive industry can be one of the main factors ensuring the successful development of the economy of the macroregion Siberia and Russia.

    The development of highly sensitive and selective devices for rapid screening of polycyclic aromatic hydrocarbons (PAHs) in water is nowadays a crucial challenge owing to their alarming abundance in the environment and adverse health effects. Herein, inspired by the unique π–stacking interactions taking place between identical small aromatic molecules, a novel, generic, and straightforward methodology to electrochemically determine and discriminate such pollutants is described. Such a method is focused on covalently anchoring different PAHs on an indium tin oxide electrode surface by means of self-assembled monolayers. The surface-anchored PAHs act as recognition units to selectivity interact with a specific PAH target of the same nature. By tailoring the recognition platform with four different model PAH molecules (naphthalene, anthracene, pyrene, and fluoranthene) and carrying out an electronic tongue approximation, the selective discrimination and quantification of the selected PAHs in aqueous samples at ultralow concentrations were achieved impedimetrically, which were also validated using a certified reference PAH mixture.     Abstract Sawing processes in sawmills are characterized by high consumption of electric energy. Buzz saw blades, which are cutting tools with geometrically defined cutting edges, have a direct influence on the process efficiency and thereby on the electric energy consumption of cutting processes. Both are directly linked to cutting forces, which are determined by the geometry of the saw-tooth as well as the material properties of wood. Especially in environments with sub-zero temperatures, the moisture in frozen logs is a crucial influence on the material properties. By the fact the hardness of ice increases exponentially along temperature decreases, the efficiency of cutting processes for cutting frozen wood decreases, too. In this paper, the cutting forces for cutting frozen wood depending on tool geometries are investigated. Based on these results, special tool geometries for buzz saw blades can be designed to increase the sustainability of industrial sawing processes for cutting frozen wood.

    Because of recent discovery that the effect of onium cation symmetricity on its properties could be manipulated to benefit the application of an electrochemical double-layer capacitor, a series of new unsymmetrical onium salts was synthesized and evaluated as electrolyte solutes in nonaqueous solvents. A relationship was established between the cation/anion structure and melting point as well as solubility of these salts. In order to tibia a detailed view about the effect of onium cation structure on its stability in capacitor application, we investigated the electrochemical stability window of the nonaqueous electrolytes based on these salts, using both a conventional stability window determination and a new approach especially defined for capacitor-like applications.

    Abstract We have used a laboratory diffractometer to perform operando X-ray diffraction on LiFePO4 during electrochemical cycling in a coin cell fitted with a Kapton window. The results obtained are in good agreement with previous studies, verifying that extraction of Li from LiFePO4 follows dual-phase solid solution behaviour, with neither LiFePO4 nor FePO4 maintaining a static composition during deintercalation.

    The article discusses the dynamics of export and import of food products of the Baltic region in 2013-2018. It is stated that the introduction of a ban on the import of agricultural and food products to Russia in August 2014 had a negative impact on trade and economic relations between the Russian Federation and other countries of the Baltic region. It is hoped that the crisis period in the relationship will end, and as in the days of the Hanseatic League, countries will be able to establish a dialogue and resume mutually beneficial trade relations.

    An experimental study is presented to demonstrate that nonlinear effect on standing waves in a resonator can be reduced by a feedback loop responding to the second harmonic. The resonator was a cylindrical tube sealed at one end and driven by a horn driver unit at another end. The feedback control loop consisted of a pressure sensor, a frequency filter, a phase shifter, and an actuator. The results show that the waveform distortions can be eliminated and large amplitude sinusoidal pressure oscillations are obtained. A simple model is proposed for a qualitative discussion on the control mechanism, which shows that the feedback loop alters the imaginary part of the complex mode frequency so as to suppress (or enhance) the second harmonic.

    In the past several years, energy security has become a primary concern for Chile, a developing economy with minimal conventional hydrocarbon resources and expanding energy needs. In 2006, 70% of Chile's domestic primary energy consumption came from foreign sources and more than 30% of electricity generated in Chile depends on unstable natural gas supplies from Argentina. Since 2004, Argentine gas exports to Chile have fluctuated between 20-50 percent below contracted volumes. To make matters worse, with dramatic increases in international oil prices, replacing gas-fired electricity with diesel has been rather costly for Chile. Through a focus on Chile's electricity needs, this policy paper examines diverse approaches to addressing Chile's energy crisis and separates them into three sets of policy responses. After careful analysis, this study recommends that Chile 1) continue with policies that facilitate the growth of renewable, alternative energy technologies, 2) begin to implement medium-sized nuclear power plants, 3) increase funding for its new national energy efficiency program, and, finally, 4) continue its commitment to import LNG from Asian countries through terminals constructed on Chile's Pacific coast.

    Trivalent dysprosium (Dy3+)-activated beta-gallium oxide (beta-Ga2O3) phosphors were synthesized by solid-state (SS), coprecipitation (CP), and citrate gel (CG) methods, respectively. The resulting beta-Ga2O3:Dy3+ phosphors were well characterized by X-ray diffraction, field-emission scanning electron microscopy (FESEM), and by photoluminescence and cathodoluminescence spectra. The phosphors prepared by different methods show different luminescence properties under the excitation of UV and low-voltage cathode rays. There exists an energy transfer from the beta-Ga2O3 host lattices to Dy3+, and the energy transfer efficiency was higher in the CG-derived phosphors than those of the SS- and CP-derived phosphors. Factors influencing the intensity of luminescence and the energy transfer efficiency from beta-Ga2O3 host to Dy3+ in beta-Ga2O3:Dy3+ phosphors were investigated in detail. It is shown that the CG method is the most respected process for the preparation of beta-Ga2O3:Dy3+ phosphors.

    One can consider the development of Siberia and the Far East also called macroregion Siberia as Russia’s comeback to its historic movement towards the East which will give Russia sustained economic growth based on the country’s entry into the global division of labor and its active position in the markets of the Asia Pacific Region. It is the region that has become the center of global economic and technological development in the 21st century. Gaps in the country’s economy should be overcome both between separate sectors of the economy and between regions. The development of Siberia and the Far East has huge potential for the development of Russia as a whole, and it will largely determine its geoeconomic prospects in the 21st century. Such development means the introduction of new approaches to the raw materials sector, the creation of transport and energy infrastructure, as well as the development of deep processing industries, the creation of a dynamic innovation sector, improving the living standards of the population and, in general, the formation of new environment for living and people’s self-actualization. Otherwise, Siberia and the Far East are doomed to be subsidized territories with low returns for the country and its inhabitants. According to the author, the development of mechanical engineering focused on the extractive industry can be one of the main factors ensuring the successful development of the economy of the macroregion Siberia and Russia.

    The development of highly sensitive and selective devices for rapid screening of polycyclic aromatic hydrocarbons (PAHs) in water is nowadays a crucial challenge owing to their alarming abundance in the environment and adverse health effects. Herein, inspired by the unique π–stacking interactions taking place between identical small aromatic molecules, a novel, generic, and straightforward methodology to electrochemically determine and discriminate such pollutants is described. Such a method is focused on covalently anchoring different PAHs on an indium tin oxide electrode surface by means of self-assembled monolayers. The surface-anchored PAHs act as recognition units to selectivity interact with a specific PAH target of the same nature. By tailoring the recognition platform with four different model PAH molecules (naphthalene, anthracene, pyrene, and fluoranthene) and carrying out an electronic tongue approximation, the selective discrimination and quantification of the selected PAHs in aqueous samples at ultralow concentrations were achieved impedimetrically, which were also validated using a certified reference PAH mixture.
